Laws concerning motorcycles, scooters, and mopeds are different here in Minnesota, but I looked up the New York State regulations (NYC may be different yet?) and from what I gather all motorcycles and "Vespa" type scooters must be insured. Just FYI -- but you should get a copy and understand your regulations before buying a scooter.
Also, in most states scooters are divided into two classes: those that can go 30 mph max, and those (including some 50cc models) that can go faster than 30. You usually need a "motorcycle" license/endorsement to ride the faster ones.
